Building Approvals
Building approvals ensure buildings are constructed to standards that address health and amenity, safety (structural and fire) and sustainability.
Applications for building approvals are assessed against the building assessment provisions, which include the Building Code of Australia and the Queensland Development Code.
The approval process involves assessment by an accredited building certifier against the Building Act 1975 and associated regulations and standards, and the issue of a building permit and subsequent inspections to ensure compliance.
Building applications are necessary for these types of building activities:
- New dwellings or commercial buildings
- Alterations or additions to existing buildings
- Building removal and relocation
- Demolitions
- Carports and sheds (including garden sheds)
- Gazebos, pergolas and shade sails over 10 square metres in area
- Fences over 2 metres in height above the natural ground level
- Retaining walls over 1 metre in height, or within 1.5m of a building or other retaining wall
- Swimming pools and spas

Development Approvals
Council assesses proposals for various development types, including:
Reconfiguring a Lot: Creating lots by subdividing another lot, amalgamating two or more lots, rearranging boundaries, dividing land into parts by agreement or creating an easement to give access from a constructed road.
Material Change of Use: Start of a new use, re-establishment of a use that has been abandoned, or a material increase in the intensity or scale of the use of the premises.
Operational Works: Works other than building work, plumbing or drainage work, in, on, over or under premises that materially affects premises or the use of premises.

Plumbing and Drainage
A plumbing application is required to be submitted to Council for any plumbing and drainage carried out to domestic and/or commercial properties. Plumbing and drainage, amongst other things, can consist of new or additional plumbing fixtures (toilets, basins, baths).
An application usually consists of the appropriate application forms, plans and the relevant application fee.
Swimming Pools
The Queensland Government has introduced new pool safety laws aimed at further reducing the incidences of drowning and serious immersion injuries of young children in swimming pools. These laws affect new and existing pools.
Under the new swimming pool safety laws:
- A pool safety certificate issued by a licensed pool safety inspector is required when selling, buying or leasing a property with a pool (pool safety certificates are valid for one year for a shared pool and two years for a non-shared pool)
- The pool safety sandard applies to all pools associated with houses, units, hotels, motels, backpacker hostels, caravan parks, mobile van parks and other forms of short-term accommodation
- The pool safety standard applies to indoor pools as well as outdoor pools
- All swimming pools are to be registered with the QBCC pool safety register - Register Pool
- Safety barriers are mandatory for all portable pools and spas deeper than 300 millimetres

Pool Compliance Inspections
Council has a licensed pool safety inspector to carry out pool inspections, issue pool safety certificates and register pools on the QBCC register.

Lodging an Application
Building Application
When submitting a building application the application must consist of the following:

Development Application
For a development application to be properly made the application must consist of the following:
- DA Form 1
- Landowners consent
- Proposal plans (including site plan, floor plan and elevations)
- A written report that expains the proposed development and that addresses the relevant code criteria of the planning scheme
- Application fee (Fees and Charges Schedule)
